NSF Launches $47 Million Pilot Pairing PhD Students With Industry Giants

WASHINGTON — The US National Science Foundation announced a $47 million investment to pilot a new four-year PhD model that embeds doctoral students directly inside private companies, in one of the most significant shifts to American graduate science education in years. The program, called the Industry-Integrated PhD (I-PhD) Scholars Program, will train more than 250 doctoral students starting this fall at roughly 30 universities working alongside more than 20 industry partners.

Under the model, students spend their first year funded by their university, then move to a hybrid funding structure for years two through four, drawing support from NSF and their industry partner simultaneously. Each student receives an annual stipend of $37,000, plus $16,000 toward tuition and $22,000 for additional research-related expenses during each of the final three years. Companies are required to contribute at least $100,000 per student overall, including a $25,000 upfront commitment — with participants co-advised by both an academic supervisor and an industry mentor, and required to spend at least one year doing hands-on "practical research" at their industry partner's site that can count toward their eventual dissertation.

The pilot directly implements recommendations from a White House Office of Science and Technology Policy report released the previous week, titled "Science: A New Golden Age," which called for redirecting research funding away from what officials described as a "calcified" academic system and toward greater industry involvement and support for early-career scientists. OSTP Director Michael Kratsios framed the timing as deliberate: "Last week we laid out the blueprint for a new Golden Age of American Science, and this week, we are already delivering on it," he said in the program's announcement, adding that roughly the same amount of basic research now happens in the private sector as in academia — a shift he said graduate training has been slow to reflect.

NSF says the program responds to a structural mismatch in how PhDs are trained versus where they actually end up working: the agency notes that among STEM doctoral graduates who report firm postgraduation employment plans, most now pursue careers outside academia rather than the tenure-track faculty positions that graduate programs have traditionally been designed around. Eligible fields include chemistry, engineering, and basic life-science research that does not directly involve disease treatment. The concept draws on earlier university-industry PhD models used in parts of Europe, as well as an existing program at Lehigh University in Pennsylvania, according to the University-Industry Demonstration Partnership (UIDP), which helped develop the framework starting in 2021.

The launch comes at a turbulent moment for US doctoral education more broadly. Graduate PLUS loans were eliminated for new borrowers as of July 1, 2026, tightening how students can finance a degree outside programs like this one, while separate visa delays and shifting immigration policy have already created gaps in international-student enrollment at several institutions — a trend with outsized consequences for STEM fields, where international students account for 64% of doctoral recipients in computer and information sciences and more than half in engineering, mathematics, and statistics. Analysts say the I-PhD pilot's long-term success will depend on whether the "scalable model" NSF describes can actually expand fast enough to offset those broader pressures on the graduate pipeline.
